[monitor] Layer not working or displaying in GLFW app title bar

It isn't clear if the person making this comment about his GLFW app is saying that the monitor layer doesn't work at all or isn't updating the title bar. My suspicion is that GLFW is taking over the title bar and/or is conflicting with the monitor's efforts to update it. I didn't dig any further.
