NullReferenceException after server restart

OS: Windows 10 x64

KSPVersion: 1.12.2

LMP version: 0.28.0 and nightly 0.29.0.533

MODS: Visual client-side only. Disabling them does not help.

Expected behaviour: Everything works fine.

Current behaviour: After restarting server we can't enter the VAB with the error "NullReferenceException: Object reference not set to an instance of an object". When connecting to the server there is an entry Exception handling event onNetworkStatusChanged in class SafetyBubbleSystem:System.NullReferenceException: and Invalid boolean value! Field canComm, value Tru on object of type CommNet.CommNetVessel in KSP.log. After removing glitched vessel everything loaded fine first, but now it just happened again with the same craft.

Steps to reproduce: Orbit and land Mun with specific crafts.
