socsk5 proxy for peers

clients such as deluge support allowing proxys/vpns for connecting with peers. would be great to see that in Synapse. this is as opposed to #182 which is about proxying traffic to the tracker. i can connect to trackers, but i wish to be able to secure my connection to peers.
