Limit renovate to 2 PRs

Since drainpipe can't have a base preview, each tugboat preview is 4G.

When there are a lot of drainpipe PRs, the tugboat server (which has 17 total projects) runs out of space, and PRs on the other projects don't build.

Recently drainpipe was using 30 of 60G on the tugboat server.

I'd rather we keep on top of dependency updates than artificially limit them.

I'd like us to do both. Keep on top of dependecy updates and limit them. So that this project doesn't impact the velocity on other projects.

https://github.com/Lullabot/drainpipe/issues/923 may be useful too, and also reduce normal build times.
