Make pantheonreviewapps faster by deleting and recreating instead of wiping the multidev env

Instead of wiping a pantheon multidev env, delete it and make it newly. I think that would be faster than wiping and remaking it. Document some performance comparisons; repeat multiple times to get an average.

Should this be configurable, or just the new way?
