Mogo NSW: Potential Issue

Just looking at the result for Mogo NSW it looks like something might be wrong

It looks like there are two "Mogo" in both NSW 2536 and NSW 2850

Fix will be a little involved - suburbs were assumed to be unique per state. See also https://github.com/LukePrior/nbn-upgrade-map/issues/153
