refactor(core): base structure for @lucca/prisme library and split setup

Description

We're aiming for a 19.0 release as first version for prisme so we don't have to merge this too fast.

The goal for this is to setup prisme and have our first component, button, be available in prisme and re-exported inside lucca-front so it's transparent for everyone.
