Peat bog cannot be saturated with water-logged leaves

Minecraft Version: 1.19.2 Forge Version: 43.3.8 Mod Version: 1.8.2 Single Player or Server: Single Player Describe problem:

In my peat farm; I placed water-logged leaves to saturate the dry peat bog, however after a while, I noticed no change. After removing the leaves, the peat was able to saturate.
