Balance suggestion: Rod of Elevation
Rod of elevation can warp you to a location above you, or directly to the top of the world above you. However, in packs where items and mechanics exist to break proof and protect areas this allows you to bypass up through them with impunity and it poses grief or sequence breaking and other such issues.
I was wondering if you could slap some additional rules on it. Such as not being able to phase up if there are specific tagged blocks in the way or if there are any blocks above that are meant to be unbreakable, so you can't phase up and into someones securitycraft base from below.
Is there an existing data tag we should base this on? a forge or minecraft bedrock or unbreakable tag. indestructable. or maybe a new cyclic un-teleportable tag, and in that case would it apply to other abilities too
whether something is unbreakable or protected in some way could count? just detect if any blocks above you have that on your way up and stop teleport location scanning for available spaces before that position? I'm not sure how mods like atum temporarily protect their structures from breaking while something within them exists. but looking into through their code on their own github could be worth something perhaps (or just ask for them to point you to it)? since the issue is mostly bypassing boundaries of impervious blocks like bedrock etc to end up in places you shouldn't.
of course, config option to allow "OP" mode that reverts to being able to just go up through anything would probably be appreciated by some also. since when I posted this it seems like it'll just pick either the toppest face of blocks above or sometimes the next open location. I never did figure out how to tell it which, since whenever I'd use it it'd go to the top. but some people in my discord for my pack were saying they were capable of bypassing sections of dungeons etc by getting under them and teleporting up and it'd take them to the next available open space through blocks.
Perhaps a config option to en/disable RoE wholesale, if that's the case?

I still want a way to get to the top most surface when it comes to casual caving (stopped in the nether, cause nether roof is hax technically when it's boarded up with bedrock). Although I guess I could achieve this with just some foreplanning and some form of spatial recall, huh? :V
