Enhancment - Building scepter (exchange)

Minecraft Version: 1.16.4

Is it possible to make the building scepter (exchange) not cause block updates when exchanging blocks, sometimes it seems to work and I can replace sand or gravel and not make the rest fall but most of the time if I replace a single piece of sand or gravel from below the rest will fall.
