[0.3 idea] Civilian support tweaking

Here's my concerns

  • Powerplant: the mechanic can be revisited a bit, right not it is: own powerplant - enemy town = both supports decreases per tick own powerplant - own town = nothing change enemy powerplant - enemy town = nothing change enemy powerplant - own town = dont' remember which decrease per tick

there should be another meaning... like if you capture the powerplant you should be able to cut the power in order to stop enemy factory producing, but.. as collateral damage you cause blackout to town making people not loving you. (and here open another parenthesis on enemy resources, sabotaging should be a thing.) Also consider powerplant aren't effectively there in Tanoa and Malden, this mechanic obstacolate a proper porting.

  • Mission selection: no mission for already supporting town, this doesn't mean it's at 100%.

  • Killing enemies: it's ok eliminating soldiers, but no much sense that people are happy if you destroy a vehicle, actually is a higer danger for them.

  • Enemy support mission: 4 soldiers in a truck should be something occurring more often when players are in the AO. Useless to have big convoys just for resupply the town.
