HQ Fortifications not working

The HQ fortifications (sandbags, camo net, vehicle spawn pad) are currently spawning randomly near the base. Player can't place them where they want or move them after deployed.

P.S. Tested with ACE in the fix_Minefields branch in MP

I cannot reproduce this. What I think it does not work is being able to move the fortifications after loading the game. They cannot be moved after loading.

I pushed a fix for that. Other than that, I do not know how to reproduce this.
