Config to disable portal generation

If possible, could there be an option to disable the portal generation, so that custom generation (like in other dimensions) can be done?

Sure thing. Note that you can't spawn a stargate block by block, it HAS to be done with the item. In fact, there's code in the mod API so that other mods can spawn stargates in the world.
