Packet Arbiter Firmware

Hi,

can anybody tell me what the packet arbiter firmware on this chip is doing exactly? Is there some documentation on its function? If that's not the case, then I would be interested in what kind of instruction set the arbiter MCU is using so that I can try to figure out how the firmware myself.

Any help would be appreciated!
