This PR fixes the active insulin (IOB) reporting, as described in https://github.com/LoopKit/Loop/issues/2319. It requires the new basalDosingEnd argument in LoopKit's insulinOnBoard(), see https://github.com/LoopKit/LoopKit/pull/561.
