Rebuild of Lazarus is needed on darwin-aarch64 to get packages included

I always compile Lazarus with anchordocking and TurboPowerIProDsgn, when I re-build lazarus in fpcupdeluxe on darwin-x86_64 then Lazarus starts with both packages active.

when I re-build lazarus in fpcdeliuxe on darwin-aarch64 then the packages are not active, I need to recompile lazarus from within Lazarus, then the packages work as expected.

Very minor issue....
