Properly handle bad_msg

Probably borrow it from tdesktop. Otherwise it fails very badly, Telegram sends up to 4865 bad_msg_notification before giving up with 429 Too Many Requests as seen in log.txt.zip (148KB compressed, 4.2MB uncompressed). No wonder sessions break.
