Is there any way or any plans to be able to run an MTProto proxy server using this library?

I'm not sure, but I think it should be possible using grammers-mtproto.

Not planned, and not interested in maintaining it in-tree, but happy to merge a refactor of the code that would make these possible to plug-in. Note that significant changes to the sender may still come.
