Set this repo/gem free

My gem devise-i18n is affected by some data issues in this gem, specifically incorrect pluralization rules. I could send in some PRs, but seeing as the last commit was in 2020, and LocaleApp is shutting down, I imagine they'd get ignored.

Can I suggest moving this gem to an independent GitHub, recruiting some maintainers, and giving them access to release on RubyGems? I would be willing to maintain it myself - I've been contributing to devise-i18n since 2016.
