Stuck Timer Configuration

Is your feature request related to a problem?

I'm running a very slow setup, and sometimes SRC restarts the game because it's taking too long to load a map or UI... but the game didn't crash, it just takes a bit more time to load.

Describe the solution you'd like

Being able to configure the stuck timer would solve this issue. I need to set it to a larger time, for example, 2 minutes. For now, i'm just modifying the timers in the code, but it would be great to be able to just set it up through the gui.
