You need permission to your system disk partition. Using adminastrator mode or reinstall your python environment to other partition.

i have done but the same error creating 'dist\upfirdn2d-0.0.0-py3.8-win-amd64.egg' and adding 'build\bdist.win-amd64\egg' to it error: [Errno 13] Permission denied: 'dist\upfirdn2d-0.0.0-py3.8-win-amd64.egg'
