vaapi encoding stopped working on debian 12.7

after upgrading to debian 12.7 vaapi encoding has stopped working. software encoding is fine.

Expected Behavior

vaapi encoding should work

Some (all?) of those errors are normal during autodetection of AMD's encoders. Please post the entire logfile too for context.
