This is what shows after setting up Sunshine and playing any game.
Do you have the same issue if trying to set a different client or host resolution or a different bitrate?
This issue is stale because it has been open for 30 days with no activity. Comment or remove the stale label, otherwise this will be closed in 5 days.
I have this same issue -- I've tried varying bitrates -- dropping from 125Mbps to 100Mbps and now 75 Mbps. I still see this error in logs, and I think it's related to the visible screen tearing in the top ~15% of the screen during gameplay.
I'm using Sunshine on Windows 10 with an AMD RX 6900XT as the server, and Moonlight on Ubuntu Linux with an AMD RX 480 as the client.

I'm streaming 4k from my linux pc to Moonlight on the nvidia shield tv pro (2019) HEVC 100mbps Gigabit lan (everything is wired)

Same thing here, I'm streaming with a RX 6650 XT in 1440p with 70mbps bandwidth. But I don't think that interfere with streaming performance.
I'm also having this problem - all was working perfectly until a couple of days ago, and suddenly the stream via Sunshine/Moonlight is completely unplayable. I'm using an AMD Radeon 7900XT.
Moonlight reports frames dropped by network at 90% or higher.

Network bandwidth is reported at 80-100mbps, and nothing on the network has changed recently - this all used to work perfectly.
Is this issue being worked on, or do we have any suggested solutions?
I just hit this after upgrading to 0.17, along with some network drops. I set fec_percentage = 1 in the config and it looks to have resolved it for the time being. Still testing to see what it does, but I am also only seeing %3 drops every now and then in a gig copper connection...
Those errors indicate the encoder is producing enormous frames. Large frames are split into 3 FEC groups, so to hit the 255 shard limit per group, the encoder would have to encode frames exceeding 1 MB in size. Extrapolating that to 60 frames per second gives you 60 MB/sec or 480 Mbps. There's definitely something wrong with the encoder to overshoot the bitrate that badly.
Can you describe your codec, bitrate, resolution, and frame rate selected in Moonlight? Are you streaming locally or over the Internet? Did you modify any encoder settings in Sunshine? Which encoder is in use on the host?
The data shard warning itself is harmless, but it indicates that very large frames are being encoded which may overwhelm buffers in the sender, receiver, or network hardware between them. That's what's likely causing the massive packet loss.
Moonlight right now for me is set to 1440p, 60fps, 100Mbps. This is going through a local lan 1 gig connection copper connection through out.
Sunshine, well the host is a bid odd mostly because it's what I have and wanted to see what I could do. Running a mac pro using ubuntu 22.04 T2 kernel patches. It's using va-api with an 580 encoding the stream and a 6800 handling the game/desktop. If it's on the encoder side, it wouldn't surprise me if the 580 isn't keeping up. Been swapping between using the dual setup and just the 6800 and seeing the same sort of loss.
As for the network packet loss, not seeing loss on any of the network devices between the host and the client. The cisco switch(2900) isn't showing any packet loss, nether is the interface on the host. I have a feeling I may be dropping packets on the Mac Book Pro that I am using for a client, but haven't seen anything to narrow it down. It wouldn't be the first time I have seen issues with a usb-c network device dropping packets with out saying much.

For what it's worth, I noticed that my screen tearing issues went away when I uninstalled the snap version of Moonlight and installed the Flatpak version instead.
Snap has always had issues with instability for me, so I should've checked that first. Might be worth giving that a shot?

Sunshine was supposed to be using the 580 for render of the stream, which is it was. Though given that the 580 was in a bus closer to the CPU, other applications where using that as the primary as well. X was using the 6800 as the default, as that's where the HDMI cable was plugged in.
So this lead to some fun, where World of Warships and sunshine would be trying to compete for the resources on the 580(Why buy a new GPU even!?). I found this by using radeontop. During my troubleshooting I also tried wayland, which had it's own issues. Wayland seems to ignore adapter_name, or I am not setting it right. Ether way, sunshine would default to render on the card that the HDMI cable was plugged into. This looks to be related to the "setcap cap_sys_admin+p" as I saw the same thing happen under X, until I undid that command.
I am back under X, radeontop is showing that the 6800 is rendering the game while the 580 is rendering the stream. I did hit a few hiccups for dropped networking packets. But it's not nearly as bad as it was. I am going to guess it's something to do with using the two cards, but I don't know enough about how this renders/streams to say.

Can you try the latest releases of sunshine? We recently added an adapter probe the in theory works up to 4 dedicated GPUS. You can also configure a preferred adapter as well in sunshine configuration I believe
