Gamma incorrect with AMF encoding

Describe the Bug
Running Windows 11 with an RX 7800XT on latest drivers. I tried streaming the desktop with both my Steam Deck and Android phone and the gamma was ludicrously high, like if you maxed out the gamma slider in a horror game; blacks were gray and grays were off white. I switched to the software encoder and everything looked fine. I can't test Intel or Nvidia encoders but they're probably fine, too.

HDR was not on. I do not have an HDR monitor, the setting is greyed out, and I couldn't turn it on even if I wanted.

I am also seeing this issue with AMD AMF, with an RX 6950xt. I do not have any HDR displays either, meaning windows will not let me enable or disable HDR. Software encoding works as intended, including the expected input lag.

I have also noticed this behavior both on the stable and nightly builds of Sunshine. The build I'm running right now is: 0.23.1.e6e4dcf0170615f100987809258a7d3dd33b69a6 This is with a Framework 13, AMD Ryzen 7650u + Radeon 760M, 4GBs of VRAM. Both the host and client are running Windows 11 23H2 (0S Build 22631.3593), AMD drivers ver. 24.3.1 I didn't notice any of the settings on AMD AMF Encoder and Audio/Video tabs in the webUI settings making a difference. That included turning HRD/AMF preanalysis etc. on/off, trying configurations that are both said to be recommended and not. I'll include more information later in the day and/or if pinged (please excuse me, I have a bad week but I use the software actively to access a local Hyper-V virtual machine making use of GPU partitioning)
Edit1: This is what the issue looks like:
On the left is the 'native' RDP view I make through the Hyper-V console, on the right is Moonlight connected to Sunshine on the same host machine.
Don't think it's an issue with Moonlight itself, since when connecting on the same host machine to a client desktop PC /w an RTX 3060 Ti, so NVENC, the colours are displayed correctly.
Almost certainly not a sunshine issue. Am seeing this with both Sunshine/Moonlight as well as SteamLink using AMF
As a test I've installed both Sunshine and Moonlight on the same OS, same machine. I have two monitors, so by default Sunshine has picked the main one for streaming. I have then connected with Moonlight to the local Sunshine install, and voila.
The gamma level is correct between the actual desktop and what Moonlight is decoding and displaying.
As this issue describes, it's not always the case. For me the gamma levels seem off when connecting to the another W11 OS install running through Hyper-V, but this doesn't occur with other software: RDP, Parsec.
