Add simple DBus system

Sat down and had a go at implementing this myself, since it seems like a somewhat niched piece of functionality.

I've also added an implementation in the OBS plugin, and it might be possible to build it into the desktop version of LiveSplitOne as well, though I haven't looked at that yet.
