part daemon running, but UI shows it as offline

Unsure how we get in this state, but I've had it happen a couple times now. I restart a part daemon, it seems to come up ok and start doing an update, but its status isn't set in ZK. The ui shows it offline, and the data deployer sees the same thing, requiring a manual restart of the process to complete the update.
