How to add translations for a extension?

For an extension, how to add translations?

I can see that sugarcrm has translations, but there is no doc for this usage. https://github.com/LiveHelperChat/sugarcrm/tree/master/sugarcrm

So, how to add translations and load the messages, then retrieve value by string?

It will auto load translation if it finds a file :)
