Pro active possibile from operator side also if the chat is offline but is not showed to the visitor

Hi, if the operator status is offline or the chat is offline still be possible for the operator send a pro active chat, manually: the operator see as the message has been sent but visitor do not see nothing.

A solution should be find for let know the operator that the message is no possible if the live help is not online or invite message should be disabled if the invite will not arrive (because LHC is offline)
