Daily level upload quota
We should put a configurable cap on the amount of levels one can upload per day, right now there are many accounts which re-upload a ton of levels from the archive, or re-upload story levels. This cap should be configurable for both normal and trusted users.
Can probably leverage the Trusted role for this if anything. But I don't like the idea of setting a cap on levels, similar to how we don't have a cap for photos and such.
We talked about rate limiting at one point, that would probably address the issue better? Or, thinking long-term, a daily cap that's displayed on the website for the best UX.
Hmm, I think I like daily cap more, maybe 10 levels per day seems like a reasonable count? A user uploading their full back catalog when joining may run into it, but its high enough that 99% of users will probably never notice there is a rate limit, since 10 levels in a single day is very uncommon to do.
