[Bug]: 停止服务器无法正常禁用LO

Describe the bug

当长时间运行服务器后执行stop命令关闭服务器会卡在禁用LO（服务运行时间较短不会有此问题）

和LAC的其中一个issue很相似： https://github.com/LiteLDev/LeviAntiCheat/issues/33

To Reproduce

启动BDS 长时间运行 执行stop命令

Expected behavior

正常禁用LO并关闭服务器
