I would like a means for non-operators / admins to be able to view AC logs to perform manual punishments more effectively.

Describe the solution you'd like

A command or config addition that would allow an operator to add a user's XUID to a list and anyone on this list would receive AC logs in-game.

My suggestion for this requirement is to write a separate plugin. lac provides the relevant events that are sufficient for your needs Check out https://github.com/LiteLDev/LeviPenalizeCheat for details
