Updated README.md and Footer.tsx files

I changed the name [Mozilla Observatory] and the url of (https://observatory.mozilla.org/) to [Mozilla HTTP Observatory] and (https://developer.mozilla.org/en-US/observatory) in the HTTP Security Features section and i updated the year from 2023 to 2024 of the License and Copyright in the README.md file.

Finally i updated the year from 2023 to 2024 in the Footer.tsx file in the result page.
