Update functional tests including Jenkins setup

Description

Update testing strategy for functional tests. Currently, functional tests and e2e test (cypress) is disabled in jenkins

Motivation

• Functional tests takes long time
• Cypress is not compatible to run zeromq with the typescript soruce code
• Jest wit zeromq is not working well now https://github.com/zeromq/zeromq.js/issues/416

Additional Information

• We may need different type of running application or environment. (ex: browser, different set of SDK usage)
• #6757 needs to be completed first
