Better UX for estimated rewards

Expected behavior

When trying to stake to:

1. 100% commission, show some kind of UX slider showing red
2. Ineligible validator: Show user that validator is Ineligible

Actual behavior

Steps to reproduce

1. Create a validator
2. Change commission to 49%
3. Enter an amount you would like to stake with yourself
4. Expected: Show that this is an Ineligible validator and therefore wont give you rewards

Which version(s) does this affect? (Environment, OS, etc...)
