Ctrl + B does not bold

I first tried without anki-custom-shortcuts extension, Ctrl + B, it didn't work. After installing the extension, it still doesn't work. I then tried to modify the config file, Ctrl + B -> Ctrl + Shift + B, it doesn't work either. Other shortcuts seem to work fine. For more info, I'm using anki-2.1.37 from https://www.chip.de, on windows 10 Pro, version 10.0.19041.
