Keyboard shortcut for "Mini format pack" no longer working in 2.1.66 update

The keyboard shortcut to add a horizontal line from the "Mini format pack" add-on is no longer working in the 2.1.66 update, and I have tried to change it using the "Customise keyboard shortcuts" add-on, but it still will not work.

I have tried to downgrade to an older version of anki and have spent hours trying to fix this, as it is extremely inconvenient for me.

This issue is extremely frustrating, can someone please help me? :(
