Update README regarding Eloquent support

The README claims that Eloquent + Ubuntu 18.04 is supported; however, changes to the build system (ament_export_interfaces -> ament_export_targets) broke compatibility.

As Eloquent is EOL anyway this part of the documentation should probably be updated.
