Enable nlp-insights to connect to development instances of ACD (without IAM authentication)

nlp-insights currently only knows how to connect to an ACD instance that's behind an IAM auth layer. If no key is supplied it should instead attempt to connect to a non-authenticated ACD to enable connecting it to a development instance.
