add 5.1.0 image to rebuild list and ensure its always the latest

when our rebuild pipeline ran today, it rebuilt and pushed 5.0.0 (and not 5.1.0) as expected. unfortunately, it also tagged the new 5.0.0 image as "latest" which was not expected
