I have the same issue.
I have that issue too, at every log in. I use Blueman-applet to fix it.

The most annoying is that I have to dot it also when it fall into sleep mode. This is the biggest COSMIC issue at this time.

Well it seem fine now.
This feature now has the same structure as in cosmic-greeter, which has been merged and cosmic-player.
