Read before posting any issues

Before posting any issues:

1. Update all dependencies, especially Linpg. Many issues may be fixed in the lastest version.
2. Check pull requests and previous issues, make sure that your issue is unique.

Some requirements about posting the issue:

1. The title (and only the title) has to be written in English.
2. The content of the issues has to be written in:

• Chinese (simplified or traditional);
• English;
• Other languages, but with an English translation.

3. You have to include the following information (only when you are reporting bugs ):

• Your system, ex: Windows 10, Mac OS;
• Your python version, ex: python 3.7;
• The error message, with the explanation (when, where, how).
