Section compiler nav menu - tweak for mobile

When viewing section compiler on mobile (or with touch emulation on Firefox), the nav menu (Projects, People, etc.) disappears when the touch is released, so the links in each menu cannot be used. Switching the nav type from a drop-down to a toggle may fix this.
