Drop all css Themes and make Prism Theme [DEFAULT]

EHR needs help with a good theme. Ranging from layouts and how tabs are show etc. Currently we support bootstrap 3.x in our codebase and it is working excellently. Currently we are having a theming problem and support 4 themes which can be switched.

We would need to drop 3 and make 1 default. Preference would be the prism theme which would be used.

We don't really care WHAT the theme winds up looking like eventually, but it has a cool name, so let's use it! :) This will really help.
