Add SwanStation game add-on

Add the game add-on for SwanStation.

@garbear I've seen that the game add-ons are being updated by a script. I'm not sure if this is the correct way to add the add-on.

The package.mk file matches Lakka's: https://github.com/libretro/Lakka-LibreELEC/blob/Lakka-v5.x/packages/lakka/libretro_cores/swanstation/package.mk

@KOPRajs please update the commit message to kodi-binary-addons: add swanstation game add-on so the message follows package: description of change house style. Thanks.

Done. I've also taken the opportunity and updated the add-on to the latest version.
