Snap Selection Toolbar - Add to Toolbars list

(Application Preferences in the Snap tab refers to this toolbar as Snap Selection toolbar)

Observed Behavior

Had never realized this before but noticed that the Snap Selection toolbar is not included in the Toolbars drop down / flyout list.

Suggesting to add to the Toolbars drop down / flyout list for consistency.
