`Raise Over Entity ` and `Lower After Entity` doesn't work

Greetings everyone!

Steps to reproduce you can draw two intersecting circle and solid fill them with different colors. Press Raise Over Entity if you want to move to up, select solid fill and press enter.Nothing happens.
