Filter/sort /committee-meeting by `updateDate`

Hello,

The /committee-meeting endpoint is in need of the ability to filter off of the updateDate with fromDateTime and toDateTime. This would be very helpful for reducing the amount of paging that is needed to get meetings within a certain time frame.

Any chance this issue could also be added to the near-term backlog with the other changes coming up around updateDates for other endpoints?
