Nominations endpoint: filter by visible date (actionDate or receivedDate)

For all of the nominations endpoints, it'd be great to be able to filter by actionDate or receivedDate instead of updatedDate. If you're downloading a large amount of nominations or actions, it's hard to predict what chunk of history you will get (as it is ordered on updatedDate). Filtering on actionDate or receivedDate would make these API calls more predictable
