Cluster input

Currently the cluster input system is not functioning at all.

  • [ ] - Build cluster readin routines
  • [ ] - Add sample potential which uses it
  • [ ] - Additional screen/log information
  • [ ] - Check wafer-cxx for other requirements

This is only really required if complex potentials like SM are integrated. I think this will be pushed to v0.2.

8c6277a34 dumps parts of the implementation we'll need for v0.2, but not 0.1.
