Consider a Waypoint Filter

The locations dropdown lists all locales in Manifest.locations, but there may be places with no photos associated with them. These exist as waypoints for the may (e.g. Yass), but serve no other purpose until filled in (if ever). We should filter these out instead of having empty galleries.
